Excision is a document by which the government releases a portion/parcel of an expanse of land that is not committed to government use while on the other hand a governors consent is required when a parcel of land is being sold to another (subsequent buyer) by the original owner who possesses the C of O to ensure legality of the transaction. A Governors consent is a stronger title and thus increases the market value of the land.
Letters of Administration are granted by a Surrogate Court or probate registry to appoint appropriate people to deal with a deceased person's estate (where property will pass under Intestacy Rules or where there are no executors living) having been validly appointed under the deceased's will. This helps to avoid dispute as to the new ownership.
